BCC KNOWLEDGE & RESOURCES
VAT, withholding & invoicing
Similar-looking transactions can raise different questions. Use this worksheet to explain the transaction clearly before seeking a conclusion about VAT, percentage tax, withholding or invoice requirements.
For a VAT or percentage-tax question
Describe the goods or services, transaction date, parties and any registration information relevant to your question. State whether you are asking about the seller’s treatment, a customer’s document or a proposed filing. Do not assume that a label on a document settles the tax treatment. This page intentionally gives no rates, thresholds or exemption conclusions.
For a withholding question
Explain what the payment is for, who is paying whom, the period involved and whether a certificate or deduction is already in issue. Prepare the contract and supporting records for a secure professional review. Keep public inquiries general and omit personal identifiers.
For an invoicing question
Describe the document or system you use and whether the concern is issuing, receiving, correcting or storing an invoice. Give the date and the exact BIR reference you are asking about, if known. Electronic invoicing, scanned documents and accounting-system features should be described precisely rather than treated as interchangeable terms.
A useful consultation question
For example: “Our company provides a particular service. We need a review of the invoice and withholding treatment for a transaction in a stated month.” BCC can then identify the missing facts and appropriate official references. Ask BCC’s current glossary may explain a term, but it does not carry out this transaction review.
Scope of this page
